Security Tightened Around Sheik Gumi Over Anti-Boko Haram Comment

SaharaReporters has gathered that there are serious security concerns over the safety of Sheik Ahmad Gumi following his critical statement against sectarian bombing that targets innocent people. In a Ramadan sermon delivered yesterday, the Islamic cleric declared that it is not Islamic to inflict death on others, adding that those killing innocent people are ignorant of Islam’s core teachings.
A source who prays at Sultan Bello Mosque, Kaduna, where Sheik Gumi teaches daily told SaharaReporters that security has been stepped up at the mosque. “There are security concerns and fears,” said the source, adding that “Sheik Gumi has spoken with a bluntness and bravery that no other cleric has shown so far.” A senior Nigerian police officer in Kaduna confirmed that security around the sheik and Sultan Bello Mosque had been tightened.
A Kano-based Islamic scholar told SaharaReporters that he would not be surprised if some extreme elements tried to attack Mr. Gumi. He stated that the sheik was right “in making it clear that all those carrying out suicide bombings and killing people are not real Muslims, but misguided heretics who have completely deviated from Islam.” The scholar praised the sheik for “preaching that there is no justification for those using bombs to kill fellow Muslims and non-Muslims with whom there should be neighborly trust.”
Mr. Gumi’s sermon against the incessant violence in Nigeria is widely seen as a direct reproach to Boko Haram militants who frequently claim credit for deadly explosive attacks. The source who attends Sheik Gumi’s mosque said Muslims all over Nigeria should be proud that the cleric has affirmed that any suicide bomber who kills innocent people “will not see God.”
“Sheik Gumi kept repeating that there is no way those doing [these killings] will make heaven, without repenting to Allah.”
Mr. Gumi also challenged other Muslim clerics and teachers to boldly preach against killings and other acts of violence that threaten to tarnish the image of Islam.
The Kano-based scholar urged Muslims in the country to pay heed to other messages from the courageous cleric in Kaduna. “If other clerics become like Sheik Gumi, we will soon overcome the situation we are facing.”
In his sermons, Sheik Gumi has charged all Muslims to stand up, and save their religion from present challenges. The cleric also condemned today’s suicide bombing attack that targeted the Emir of Fika.
Sheik Gumi has called on those mounting the attacks to renounce violence, and suggested that they be granted the same kind of amnesty extended to Niger Delta militants.
The cleric, who has a reputation for fearlessness, is the son of the late famous Sheik Abubakar Mahmud Gumi. He is based in Saudi Arabia where he lives with his family.

Okonjo-Iweala appears at Senate hearing, clarifies budget figure

Minister of Finance and Coordinating Minister of the Economy, Dr. Ngozi Okonjo-Iweala, on Thursday appeared before the Senate-Executive interaction on issues concerning the 2012 budget.
At the session, the minister gave the assurance that the implementation of the N1.3 trillion budget, which had been a sticky issue between the National Assembly and the Executive, was on course.
The minister said the implementation of the budget began in April 2012, adding that although the ministry should have released N446bn by now, only N404 billion had been released.
Okonjo-Iweala stated that so far, 56 percent of the capital budget had been utilised while 44 per cent was still outstanding.
“There is more room for utilisation. Fifty-six per cent of the funds that has been released has been used, meaning 44 per cent is still available for implementation.
“The budget must work for Nigerians. They must feel the impact. That is our focus.
“We have been working collaboratively with the National Assembly. We have made sure that salaries have been paid and that we are meeting other obligations.”
The minister debunked an assertion by the House of Representatives that she lied to Nigerians on the implementation of the budget by claiming that government had achieved 56 per cent implementation of the appropriation Act.
The House had called her a liar on Wednesday at a briefing in Abuja after discovering from documents submited to the Senate by the Federal Ministry of Finance that the performance of the budget as at July was a mere 12.6 per cent.
Responding to this assertion, she said, “I think that on the issue of budget execution, I have tried to be as clear as I possibly can.
“The appropriations bill there is N1.3 trillion. When you add the SURE programme, you get 1.5 trillion. Non-SURE P budget is N1.3 trillion.
“If you prorate the amount of budget, you will get a figure of about N113 billion per month.
“If you measure what’s been implemented over the entire budget, you get 13.7 per cent. But because we’re talking about four months, the implementation is 41 per cent.”
Okonjo-Iweala also pleaded that the execution of the budget should be kept within January-December, adding that the current practice of extending it to March of the following year should be discontinued.
She also said the ministry had been providing funds to Ministries, Departments and Agencies “in bulk,” noting that there had been no selection of projects.
“We release resources to MDAs in bulk. There is no discrimination. We don’t have a selective approach.
“Some of the constituency projects in the 2012 Budget are new and have not undergone the Proper Procurement Process, which takes time,” she noted.
She also said President Goodluck Jonathan had been leading the drive for higher budget performance.

A total of 324,998 candidates registered for the examination.
Now, out of these 310. 077 candidates, here are their gender statictics:
168,835 are Males: while 141,242 are Females: candidates who registered for the waec examination.
WITHHELD RESULTS:
The results of 51,876 candidates, representing 16. 73% of candidates are being withheld by the WAEC Board, based on various reports, mostly for these candidates alleged involvement in examination malpractice.
While another Statistics shows that a Whooping Number of 250,487 candidates representing 80. 78% have 2 credits and above.
While 217,161candidates, representing 70. 03 of the total 2012 WAEC candidates, have three credits and above.
Yet, another statictics shows that 180,480 candidates, which represented 58. 20% of this year’s candidates, have four credits and above in their results.
Further Stats shows that 141,167 candidates representing 45. 52% of candidates who registered for this year’s examination, obtained the following:
five (5) credits and above.
While 99,750 candidates representing 32. 16%, did obtained six credits and above.
While on the basis of University admission qualifications, The Zonal Co-ordinator, Mr Alozie shed more light on this:
A total of 133,507 candidates representing 43. 06% obtained credit and above in English Language.
While a total of 151,569 candidates representing 48. 88% of candidates, has obtained credit and above in Mathematics.
While 62,295 candidates, representing 20. 04%, obtained credits in the following subjects:
English language,
Mathematics and at least three other Subjects.
A whooping sum total of 33 blind candidates sat for this year’s examination, and from this figure, 4 candidates, representing (12. 12%), obtained credits in five subjects.

Woman gives birth to live monkey.....So shocking

A young Nigerian woman has been delivered of a monkey-like monster in Otukpo, a popular town in Benue State. It was said to have taken place recently at St Theresa Hospital, Otukpo
This wife of a hunter from Oju Local Government Area of the state was said to have given birth to a creature that looks like a monkey.

The strange delivery, was gathered, came as a surprise to the already mother of nine the who had successfully delivered nine children in the past and was having her 10th child before the strange creature visited her. According to an eyewitness, when the news broke out, residents of the town, especially those at the nearby Otukpo main market rushed to the hospital to see for themselves.

Describing the strange development as congenital malformation, Medical Director of the hospital, Dr Stanley Bwala said the malformation could have been forestalled if the woman was attending antenatal care regularly and advised pregnant women to always avail themselves to routine ante natal treatment.

However, it was gathered that as soon as the hunter heard about the delivery, he came and removed the monster from the hospital, even as observers believed the abnormal birth was a usual occurrence to hunters who have killed several animals during hunting.

In a brief chat with elder Adah Okoh, a traditional ruler in the area, he noted that in the Idoma tradition, such child should not be allowed to stay with the mother for fear of reincarnation. Asked if the monster should be buried alive or killed, elder Okoh said that should be left for the family to decide.

U.S. Govt: Certain Nigerian States and Politicians Are Stoking Boko Haram

The United States has fingered some state governments and politicians as being behind the spate of communal and sectarian violence rocking Nigeria. It would be recalled some politicians had made outlandish comments blaming Cchristians of being behind the series of boko haram bombings in church only to turn around and attack the Joint Task Force when it announced plans to go after terrorist. It wouldalso bbe recalled that after the President of the Fhristiann Adsociation of Nigeria (CAN) Pastor Ayo Oritsejafor appealed to the U.S. Congress to label Boko Haram terrorists, these same politicians descended on him with insults and all mannner of abuse.

It may also be recalled that a certain politician who has curiously remained silent in condemning Boko Haram's murderous activities has however been issuing inciting threats including one where he threatened that "the dogs and baboon will both be soaked in blood"
It identified the main targets of such violence to include political and ethnic rivals, businesses, homes, churches, mosques and rural villages.

It said in the latest International Religious Freedom Report for 2011, released on Monday that there were reports of abuses of religious freedom by some state officials and politicians.
The Department of State in compliance with Section 102(b) of the International Religious Freedom Act (IRFA) of 1998, submitted a report to the US Congress on the matter.
The report is used by many US government agencies and offices to shape policy; conduct diplomacy; and inform assistance, training, and other resource allocations.
The latest report, which also indicted the Federal Government for not acting swiftly or effectively to quell communal violence nor investigate and prosecute those responsible for such violence, said: “Federal, state and local authorities have not effectively addressed underlying political, ethnic and religious grievances that lead to violence.”
It noted that in 2011, government responded to conflict and groups it considered violent extremists in ways that restricted religious freedom and contributed to societal intolerance, adding, “Authorities often failed to distinguish between peaceful religious practice and criminal or terrorist activities.”
The US, however, added that while there were no credible reports of abuses of religious freedom by the Federal Government, a climate of impunity exists in Nigeria because of the reluctance to punish perpetrators of violence.
The report said despite the fact that the constitution and other laws and policies protect religious freedom and forbid adoption of any religion as state religion, there were reports of societal abuses or discrimination based on religious affiliation, belief or practice.
“In February (2011), Niger State authorities reportedly dislodged a small Islamic group called Islahuddeen, which had allegedly spoken out against the state government from the Mashegu, Mariga and Kontagora Local Government Areas.
“Armed police allegedly bulldozed the group’s central mosque and other buildings and took members into custody for an indeterminate amount of time,” the report added.
It also cited the law that the Katsina State legislature passed last October that many opponents believed inhibited the freedom of Muslim clerics to preach openly against the government as another example of government’s attempts to regulate religious practice in Nigeria.
The report said in some Northern states, authorities reportedly denied building permits for the construction of churches and expansion and renovation of existing ones, while churches occasionally applied for residential permits as alternatives.
The report added that Muslims in the predominantly Christian southern part of Kaduna State accused local government officials of stopping the construction of mosques and Islamic schools.
The report said despite the fact that the Nigerian constitution provides for separation of religion and state, many Christians have argued that the widespread use of Sharia courts for adjudication in some Northern states amounted to the adoption of Islam as a state religion.
“Although the jurisdiction of Sharia technically does not apply to non-Muslims in civil and criminal proceedings, certain social mores inspired by Sharia, such as the separation of the sexes in public schools, health care, voting, and transportation services, affected non-Muslim minorities in the North.
“Many non-Muslims perceived that they lived under the rule of a Muslim government and often feared reprisals for their religious affiliation,” the report added.
The report also noted the case of Zamfara State, which promoted Islam as a state religion through the establishment of a Commission for Religious Affairs that tended to favour Muslims.
It cited a recommendation by the commission to the state government to fund the construction of mosques without similar recommendation to use state funds for the construction of churches.
It also drew attention to the non-implementation of the reports of many commissions set up by the Federal and Plateau State Governments on the internecine clashes in Jos, the state capital, and its environs.
On Boko Haram, the report said: “Boko Haram has likely killed more Muslims than Christians, since its primary bases of operation have existed in the predominantly Muslim North.”
It described Boko Haram as an extremist sect which aims to overthrow the Federal Government and imposed a stricter form of Sharia nationwide.
On Nigeria’s religious demography, the report said: “Many groups estimate the population to be 50 per cent Muslim, 45 per cent Christian, and 5 per cent practitioners of indigenous religious beliefs.”
Giving a breakdown of the demography, it said the North is dominated by the Hausa-Fulani and Kanuri ethnic groups who are predominantly Muslims, while significant Christian communities reside and intermarry with Muslims in the area for more than 50 years.
It added that both Muslims and Christians reside in about equal numbers in the “Middle Belt”, including the Federal Capital Territory (FCT), and the South-west, where the Yoruba ethnic group predominates, with most of them practising either Christianity or Islam, while the practice of traditional Yoruba religious beliefs continues.
In the South-east, where the Igbo ethnic group is dominant, and in the Niger Delta region, where the Ogoni and Ijaw ethnic groups are most numerous, it noted that Christians form the majority, with only an estimated 1 per cent Muslim population in the latter.
The report said US officials discussed religious freedom with the Nigerian government as part of its overall policy to promote human rights and also encourage government to address sectarian violence in a sensitive manner.
“The main message involved encouraging authorities to bring the perpetrators of violence to justice while respecting human rights and to modify its record of impunity to deter future acts of violence,” it added.
Apart from shaping US government policy towards countries appraised, the Secretary of State Hillary Clinton also uses the report to help determine which countries have engaged in or tolerated “particularly severe violations” of religious freedom, otherwise known as countries of particular concern.

Budget Implementation: Senate Threatens To Arrest Okonjo-Iweala

A brewing face-off between the executive and the legislature over the implementation of the 2012 budget worsened yesterday with the Senate threatening to order the arrest of the coordinating minister of the economy and minister of finance, Dr. Ngozi Okonjo-Iweala, unless she appears before it to defend the 2012 budget releases and utilisation.
An obviously incensed Senate threatened to use all means necessary to mandate the coordinating minister to appear before it on Thursday.
The senators also faulted claims by the minister that the budget has attained 56 per cent performance, insisting that the performance level is as low as 21.56 per cent.
Speaking at an interactive session on the budget, Senate president David Mark, who was represented by his deputy, Ike Ekweremadu, lambasted the executive for accusing the National Assembly of tampering with the budget and thus making its full implementation impossible.
The presence of former president of the Senate and now secretary to the government of the federation (SGF), Anyim Pius Anyim, minister of state for finance, minister of transport, director-general of the Budget Office and auditor-general at the interactive session could not sway the lawmakers to spare Okonjo-Iweala.
Mark lamented that the absence of Okonjo-Iweala was a major setback to the appraisal of the budget performance so far. He said: “We had expected the minister of finance and coordinating minister for the economy to be here today because she is central to all that we are going to discuss here today as our chairman on appropriation had mentioned, this matter was supposed to be discussed last week but the Minister was unavoidably absent.
“We learnt that she went to Asaba to declare open a SURE-P programme. We consider our meeting with her on an issue that has to do with budget implementation to be more important than any other assignment.
“Today we have also been told that she’s gone to London to represent the president on an investment forum for which we know there are other ministers and government officials that could as well have done that to enable her to be here with us this afternoon.
“Now the stage is set, but the minister is not here and we are worried about it. So, it will be absolutely impossible for us to do this dialogue with the absence of the coordinating minister of the economy. I have discussed with my colleagues and what we intend to do now is to allow our committee on appropriation to look for an appropriate date, possibly by Thursday, and ensure that the minister comes.
“Even if it needs summoning her to ensure that she appears before the committee to tell Nigerians the degree of releases and, of course, for the SGF to tell Nigerians the degree of utilisation by MDAs. It’s not just enough that releases were made.
“We want to see whether those releases and utilisation are impacting on Nigerians. We want to see it in roads, we want to see the water projects going on, we want to see the electricity projects going on. We have appropriated N1trn for security situation in the country. We want to see whether they have been released and whether they are utilised. That’s exactly what we thought this public hearing will afford all of us today. So for now we are disappointed that it’s not going to take place.
“I have the mandate of my colleagues to adjourn this public hearing to enable the minister of finance and coordinating minister to show up and, as I said, the chairman of the committee on appropriation should take immediate steps including if possible summoning the minister to show up before the Senate Committee on Appropriation and other relevant committees by Thursday, this week.
“So this public hearing is adjourned to Thursday at the same time and the minister for finance is expected to be there no matter the circumstance. We have to do everything possible to get her to be here on Thursday by 1pm.
“It is regrettable that she is not here. I recall that when the 2012 budget was presented to us as a draft bill, we in the NASS decided that we are going to do everything possible to send it back to the executive the way it came, so that there will be no argument on whether it will be implemented or not, because over the years we’ve had this issue of non-implementation of the budget, and the reason or whatever reason they give surrounds the area of NASS, input; so we decided that we are going to make minimal input if there’s need to make any input at all.
“So, on the basis of this we returned the budget the way it came and even when we identified the areas on which some adjustments needed to be made, we had to bend over at the risk of being accused of tampering with the budget.
“We had to do that to ensure that they received the budget the way and manner they wanted it so that the implementation would be much easier.
“Unfortunately the level of implementation has been anything less than commendable and that’s why we are worried.
“One of the excuses we’ve read from the pages of newspapers for non-performance of the budget is what they considered as the tinkering of the budget by the National Assembly.
“And so what we had wanted to do today is to hear from the executive what those tinkering are. Let us hear and let the people of Nigeria hear what the NASS did to the budget that made it impossible for it to be implemented so that our committee chairmen here would have the opportunity of responding. So it is not enough for the executive or the minister of finance to accuse the NASS of tampering with the budget that made it impossible for it to be implemented and then NASS is saying no, it is not so.
“So we decided a situation where the press will be the arbiter and then they will listen to us and the executive and then know where it went wrong if it did. And if there are areas that the NASS should be blamed, the Nigerian public should hear, and if they have response from the NASS, our appropriate committees should also respond.”
Earlier the chairman, Senate Committee on Appropriation, Sen. Ahmed Maccido, said the 2012 budget performance was pegged at 21.56 per cent, contrary to claims by the finance minister that the budget has attained 56 percent.
Sen. Maccido said the basic idea behind the interaction was to identify where the problems lie in budget implementation.
Said he: “We are in the third quarter of the year and expecting discussions on the conceptualisation of the 2013 Appropriation Bill. Yet, we are at a loss on the level of performance of the 2012 Appropriation Act. We wish to know where the problem lies. When the cause of an ailment is known, the saying goes, the solution is near.”

But the Federal Ministry of Finance (FMF) has in its reaction to the development, insist that the 56 per cent budget implementation figure remains correct having done its homework correctly.
A reliable source at the ministry, who pleaded anonymity, explained that the 56 per cent was based on the N324 billion cash-backed budget and not on the entire N1.3 trillion capital expenditure.
The source said, “We have done our home work properly. We are not claiming anything we have not done. The percentage of cash-backed portion of the 2012 capital budget of n1.3 trillion implemented is 56 per cent.”

D’Tigers’ chief coach, Ayo Bakare has expressed displeasure over the inability of the basketball team to repeat the defeat they handed the world’s best fifth team Lithuania yesterday. Nigeria defeated the Lithuanians during the Olympic Qualifying Tournament in Venezuela but yesterday at the basketball arena fell to the better organised Lithuanians 72-53.
Bakare said the Lithuanians played a great game. He fingered injuries in his camp in which five players are either injured or ill, lack of depth in the Nigerian team, poor shooting and inability to move the ball around as responsible for the loss. “In all things we must thank God. It is unfortunate that we lost the game. We didn’t play well offensively. I hate to complain about officiating but my opinion is that the game was also poorly officiated.
The referee took things personal against us at the same time the Lithuanians were better. So, I am not sure the result would have been different even if the officiating was different. Overall, Lithuania played a great game. I feel extremely sad about this result. Ibekwe and Dagunduro including three others are all injured or sick so that deprived us of room for rotation of players.”
He said what is on his mind now is how to get out of the hole he has found himself as his dream is to see Nigeria progress to the next round. “We need to win two matches to advance. We have to get out of the hole dug today no matter the team we are playing.”

EFCC withdraws subsidy fraud charges against four

Economic and Financial Crimes Commission has withdrawn charges of alleged fraud in the fuel subsidy payments against Durosola Omogbenigun and Peter Mba along with their firms.
Counsel for the EFCC, Mr. Oyedepo Rotimi, told a Lagos High Court in Igbosere on Tuesday that the charge tagged, ID/122C/2012, was mistakenly instituted against Omogbenigun, his company Integrated Resources Limited, like Mba and his Pinnacle Oil and Gas firm.
According to the lawyer, the charge had not been served on the defence as Tuesday’s proceedings.
Justice Samuel Candide-Johnson struck out the charge following an application by the EFCC.
The EFCC, in the charge, alleged that they conspired on different occasions to fraudulently collect over N2bn from the Federal Government under the Petroleum Support Fund, purporting the money to be payments for importing certain litres of petrol).
The four were charged with four counts of conspiracy to obtain and obtaining property by false pretences.
The anti-graft body said the offences were contrary to Section 8 and 1 (3) of the Advance Fee Fraud and other Fraud Related Offences Act 2006.
However, Rotimi said he was instructed by the Attorney-General of the Federation and Minister of Justice, Mohammed Adoke, to withdraw the case.
He said the EFCC found out after a review that the suspects did not commit the offence for which they were to be arraigned.
Rotimi said, “We have information (charge) dated July, 20 2012 before this court. I have the instruction of the Attorney-General to withdraw the information.
“The information has not been served on the defence. I urge the court to strike out the charge.”
He added, “The charges preferred against the defendants in this case were misconstrued by the prosecution and were inadvertently filed against the said defendants.
“A review of the prosecution’s case and the evidence available to the prosecution clearly showed that the defendants did not commit the offences for which they are charged.
“The complainant/applicant in consideration of the above fact has decided to withdraw the criminal charge before this Honourable Court against the defendant and substitute it with an information already filed at the registry of this Honourable Court in suit No. ID/122C/2012 – Federal Republic of Nigeria vs. Oluwaseun Ogunbambo and others.
“Withdrawing the charge against the defendants will meet the interest of justice in the case.”
The judge said, “At the instance of the prosecution, the information, having been withdrawn, is struck out.”
In its application dated July 26, the EFCC premised on Section 73 of the Administration of Criminal Justice Law of Lagos State 2007, Rotimi sought an order granting the EFCC leave to withdraw the charge “against all the defendants.”
Meanwhile, spokesman for the EFCC, Wilson Uwujaren said, “The withdrawal of the charges against Pinnacle Oil and Gas Plc and others was deliberate. In the face of fresh evidence, the commission felt the need to firm up the charges, fully convinced that it is better to consolidate the charges ahead of formal arraignment than to start making amendments thereafter.PLS SHARE.
